Minimum Salary: $114,478.00 Maximum Salary: $158,882.00
Salary offers will be made within the posted range. Placement within the range will be determined based on your similar work experience. The Port considers work experience to be similar if the scope and level of responsibility of your prior positions match the job being offered.
Some of what you'll be doing:
The Civil Rights Program Manager is a two-year position that serves as the Port’s Civil Rights advisor and subject matter expert. You will lead the implementation of the Port’s Title VI work, language access work, and will be a significant contributor to anti human-trafficking work. As a member of the Port’s Office of Equity, Diversity, and Inclusion department, this position is a skilled equity and racial justice practitioner and reports to the EDI Policy & Communications Program Manager. This is a limited duration position and is expected to last no longer than two (2) years.
- You will, in partnership with the Aviation Division, oversee all aspects of the Port’s Title VI Program, including monitoring compliance across all facilities, reporting and data collection, training for contractors, tenants, and lessees, coordinator of departments to ensure successful implementation of Title VI plans, fielding, investigating, and tracking public complaints related to Title VI, and liaising with the Federal Aviation Administration (FAA).
- You will partner with employees in charge of implementing Title II and Americans with Disabilities Act (ADA), requirements, ensuring effective communication across programs.
- You will lead the language access work and fulfill the mandates of the Port of Seattle Commission’s language access order, including leading a language access cohort of employees from high-usage departments; creating and implementing a port-wide language access guidance manual; managing contracts for translation and interpretation services; providing departments with technical assistance and training related to language access; and tracking, monitoring, and reporting on the implementation and outcomes of the language access work.
- You will collaborate with representatives from Aviation, Maritime, and External Relations, as a contributing member to the Port’s workgroup advancing the anti-human trafficking efforts.
- You will provide partnership to Office of Equity, Diversity, and Inclusion (OEDI) leadership and other relevant departments, particularly on outreach, training, and communication strategies related to Title VI, Language Access, and Anti-human Trafficking.
- You will stay up-to-date and research the current rules, regulations, laws, and best practices associated with the position’s civil rights portfolio.
Who you are:

Experienced – You have four (4) years of experience developing, monitoring, implementing, and reporting on a Title VI or language access program.

Desired – We hope you have a bachelor’s degree in civil rights, pre-law, social work, public policy, DEI or sociology.

You are skilled in civil rights compliance, FAA regulations, handling Title VI complaints, and supporting LEP communities with language access plans. You understand racial equity, social justice, and institutional racism, applying this to compliance and training. Additionally, you excel in outreach to diverse communities and have strong program management skills, including planning, tracking, and reporting.

Efficient Communicator – You have strong active listening, verbal, written, and interpersonal communication skills, including the ability to present complex information and data to a diversity of audiences. You can also build collaborative, productive, respectful relationships with organizational partners/colleagues, peer agencies, and external organizations.

Advocator– You are skilled at interpreting and applying complex civil rights laws, regulations, and policies, including Title VI and other non-discrimination and anti-human trafficking laws. You can also apply EDI principles in organizational settings, particularly for advancing racial and social equity. This includes designing and facilitating training and advising on policy.

Strategic – You can think strategically and creatively, developing recommendations, metrics, policies, and processes to improve programming. You can also create, implement, and manage language access programs, including selecting appropriate translation and interpretation services, developing language access guidance, and training staff on compliance.
What else you need to know:

Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.

Work Environment - This work will take place in a hybrid/in-office setting at Management’s discretion.

Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
